The Tamil Nadu Legislative Assembly has passed a resolution urging the Central Government to withdraw the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA). The resolution reflects concerns that the proposed changes could affect the functioning of charitable organisations, educational institutions, healthcare centres, and non-governmental organisations that receive foreign contributions for social service.
Members of the Assembly expressed the view that many organisations supported through foreign funding play an important role in serving poor and vulnerable communities. These institutions provide education, healthcare, disaster relief, women’s empowerment programmes, and welfare services in many parts of the country. They argued that stricter regulations could create unnecessary difficulties for organisations carrying out humanitarian work.
The Assembly also noted that any changes to the law should balance national security with the legitimate needs of organisations that work for the welfare of society. It urged the Union Government to hold wider consultations with civil society groups, religious institutions, and charitable organisations before introducing major legal changes.
Church leaders and representatives of several Christian organisations welcomed the resolution. They said transparency and accountability in financial matters are important, but they also stressed that regulations should not unnecessarily restrict institutions that have served the country for decades.
The Assembly’s decision has generated discussion across India about the future of the proposed amendment. Many hope that further dialogue between the Central Government and stakeholders will lead to a solution that protects both public accountability and the freedom of charitable institutions to continue serving people in need.
The resolution highlights the importance of cooperation between governments and voluntary organisations in promoting education, healthcare, and social development while respecting constitutional values and democratic principles.
