The All India Christian Council (AICC) has strongly opposed the proposed Foreign Contribution (Regulation) Amendment Bill, 2026, and has appealed to Parliament for a detailed review before the legislation is passed. The council believes that several provisions in the proposed law could create serious challenges for churches, charitable organisations, educational institutions, and other non-profit groups that depend on foreign contributions for their work.
According to the council, many Christian organisations use foreign donations to support schools, hospitals, orphanages, disaster relief programmes, and services for poor and vulnerable communities. It fears that stricter rules could make it more difficult for these institutions to continue serving society effectively.
The council has requested political leaders from different parties to examine the proposed changes carefully and to ensure that any amendments remain consistent with the rights guaranteed under the Constitution. It has also called for wider consultation with civil society organisations before making major changes to the law.
Church leaders have said that transparency and accountability are important, but they also believe that regulations should not unnecessarily restrict the work of organisations that provide valuable social services. They have urged lawmakers to engage in open discussions and consider the concerns raised by minority communities before making a final decision. The council hopes that Parliament will review the Bill carefully and adopt an approach that protects both national interests and the freedom of charitable institutions to serve people across the country.
